CALL FOR LEAD CONSULTANT - TERMS OF REFERENCE (ToRS)

CONSULTANCY TO CONDUCT RESEARCH GENDER DISPARITY DISPOSITION AT THE OFFICE OF THE ATTORNEY GENERAL AND DEPARTMENT OF JUSTICE IN KENYA.

  1. Background

Legal Resources Foundation Trust (LRF) is a 33-year-old National Civil Society rights organization whose vision is a Just and Equal society. LRF exists as a premier bridge to justice institutions seeking to harness the collaborative benefits of strategic partnerships to gain holistic participatory interventions towards justice, equity, and resilience in communities. LRF's focus areas include access to justice and the rule of law, human rights, gender, governance, security, and environmental and climate change issues. LRF's work has been recognized by critical players in the sector through awards from Trocaire in 2021 for enhancing access to justice for GBV survivors; from CRECO in 2012 as the Overall Civil Society of The Year; Law Society of Kenya - Nairobi branch in 2020 as in house Corporate Legal Department of The Year among others.

LRF is working with the Office of the Attorney General and Department of Justice (DoJ) to support Changes that Expand Leadership Advancement Opportunities for Women in these Critical Institutions. This initiative is part of a five-year project from March 1st, 2026, to December 31st, 2030. The project is anchored on a comprehensive strategy that tackles systemic barriers preventing women advancement into leadership positions at the AG’s office. The project also promotes equitable opportunities for women in the critical institution.

  1. Purpose of the Consultancy

The objective of this assignment is to conduct research on the intersectionality (correlation) of gender and women progression into leadership at the office of the Attorney General and Department of Justice in Kenya.  The assignment will involve gathering data and interrogating the systemic barriers to gender equity and women progression in their career paths (entry, retention, and career progression into leadership).

Key deliverables:

  • Submit inception report outlining the methodology and work plan for assignment (study).
  • Review existing literature and data related to gender and leadership; relevant policies and strategy documents at the AG and DoJ office such as Strategic Transformation Agenda.
  • To examine the scope of the problem, how current systematic norms, incentives, structures perpetuate/reinforce the problem and explain the persistence despite past efforts.
  • Identify the underlying interests and influences into the gender disparity disposition.
  • To conduct qualitative and quantitative research, including assessments/interviews surveys, focus group discussions (FGDs) to gather primary data on the experiences of 200 legal and non-legal women officers in areas of recruitment, development, retention progression, thriving and leadership at AG’s office.
  • Data collection tools such as interview guides and survey questionnaires.
  • Draft research report for review and feedback.
  • Plan validation meeting to discuss the draft report.
  • Final report incorporating the feedback and recommendations. The report should also provide actionable, achievable improvements into AG and department of justice institutional Internal structure, ecosystem, and policies to reduce internal structural barriers and advance gender-equitable career progression at AG's office.
  1. Scope of the work and tasks
  • Inception report outlining methodology and work plan.
  • Reviewing existing literature and data.
  • Understanding the institutional through documents review
  • Stakeholder consultations, FGDs, surveys and Key Informant Interviews (KII).
  • Data analysis, report writing and presentation.
  • Validation with internal management structures.
  • Development of actionable recommendations – highlighting flow of realization (within 4 years) i.e outline the low hanging fruits, mid-way and long-term actions.
  • Draft research report for initial review and feedback.
  • Final report generation and Handover.
  1. Proposed methodology

The consultant shall conduct the assignment through the stakeholder consultations – where he/she shall be required to interview a sample of staff of the AG. The respondents will be drawn from approximately 12 county field office staff of the AG.  To support the consultant in carrying out the assignment, LRF will provide research assistant. The AG’s office is also expected to nominate a person to provide administrative support for the consultant during the assignment.

  • Inception report.
  • Preliminary report for internal validation
  • Validation meeting.
  • Final report which incorporates the recommendations.
  1. Duration of the consultancy/ assignment

The assignment shall be for a period of 25 days upon signing of the contract.

  1. Desired qualifications and experience

The consultant should possess the following:

  • University degree bachelor’s, or master’s in social sciences, law, gender studies, business, management, or equivalent Social Sciences.
  • Years of Experience:1–3 years for assistants/associates, and 5–10 years for senior consultants/principal investigators.
  • Methodological Skills:Proven experience in designing and implementing qualitative (interviews, focus groups) and quantitative (surveys, statistical analysis) research methods.
  • Data Collection Tools:Familiarity with research digital platforms such as KoboCollect, SurveyCTO or ODK.
  • Analysis Software:Proficiency in software like STATA, SPSS, R, Python, NVivo, or Excel.
  • Reporting:Proven ability to produce high-quality technical reports and policy briefs under tight deadlines
  • Proven experience in gender analysis, gender-responsive budgeting, and conducting gender audits.
  • Practical experience in gender equality, women's empowerment, and human rights
  • Proven experience in policy development or auditing.
  • Experience should be a minimum of 8 years in the related fields above.
  • Possess working knowledge of the Kenyan contexts especially in the law, justice, rights, gender and governance sectors will be an added advantage.
  • Prior experience handling similar consultancy assignments.
  • Excellent written and communication skills.
  • Demonstrated experience in complex institutional/ organizational change management, including development of complex strategy development and analysis
  1. Reporting

The consultant shall report to the LRF through the Executive Director.
